Coburg North Masterplan Zone 2 clarifications

We have heard concerns about some of the elements of the Coburg North Masterplan in relation to the Coburg Athletics Precinct.

We appreciate the passion shown by the community and encourage all feedback to be based on the facts of the plan and thank everyone who continues to be part of the conversation.

With this in mind, we would like to clarify a few important points about our approach to the Athletics Precinct in the Draft Coburg Sports Hub Masterplan, in relation to some of the comments received to date.

These points are currently part of our consultation until 11 May 2025 and we continue to encourage feedback and conversation on this:

  • The track is not being removed.
    The existing athletics track is not fit-for-purpose or compliant. The running track does not align with World Athletics' standard dimensions for a track. The straights are too short (63m instead of 84.39m) and the radiuses are too large (43.6m instead of 36.5m). Without total reconfiguration it will not become a World Athletics Class 1 or 2 track. Due to site constraints the way to achieve compliance would be transitioning to an open, grass-based athletics track, similar to more than 50 others across Victoria. It's proposed to be a multi-sport shared precinct that is maintained by Council and would also be available for community and school use.
  • Little Athletics and schools will still be able to use the track as they do now.
    The proposed precinct will continue to support Little Athletics and school carnivals. Improving existing traffic management and access issues on Outlook road.
  • Infrastructure upgrades are included.
    The vision includes a new shared sports pavilion, upgraded LED lighting for club and community use, and a synthetic loop track for walking and running, even when athletics events are on.
  • Shade and seating are included.
    The precinct will include shaded areas and spectator seating to support school and community events.
  • Track and field facilities are being retained.
    There is sufficient area for Athletics track and field facilities including, long jump, high jump, discus, javelin, and shot put.

The 5-10 year development plan

The current track’s life will be extended, lighting upgraded and a new Gym constructed.

We heard through the consultation the community wants greater access to the precinct for recreational purposes and activities. Currently, the athletics track is locked and not available to the public. As part of the 5–10 year plan, we want to extend the life of the existing track and provide community access, including installing gates. We are proposing to support the club with track maintenance and LED lighting upgrades to the current halogen lighting. Thanks to the federal government there is also a new high performance Gym being constructed within the current athletics precinct for athletes, and the surrounding sporting clubs.

A long-term vision

The long term vision proposes equitable use of the precinct for a diverse range of sports with access for the current clubs and the wider community. This Masterplan looks ahead to the year 2050 with no current funding attached. It provides a long-term direction for the precinct to ensure ongoing access to high-quality athletics and multi-sport facilities for the community.

If funding becomes available, there will be a detailed design process, including more community engagement.
