We are reviewing our General Local Law and want to hear your thoughts. Your feedback to help us understand what’s important to you and will help to shape the new General Local Law.
The General Local Law guides Council’s compliance and enforcement activities for a wide range of topics, including property amenity, construction sites and the keeping of animals.
By undertaking a review of the General Local Law, Council can ensure it is meeting current community expectations while also protecting our community’s health and safety and our assets and facilities.
We would like your feedback on this Local Law and also invite you to share your ideas on other issues you think we should explore. Feedback from this initial round of consultation will help us take into account emerging issues and ensure the local law is relevant

The Local Law covers a range of facets of a resident in Merribek’s daily life, from animals to waste disposal. The Local Law is different to a State or Federal Law in that it is established by a local authority. It is designed to ensure Council responds to local issues and community needs to help make our city cleaner, safer and more enjoyable for everyone.
All Victorian councils must have a Local Law. They can last up to ten years and must be reviewed at that point, or earlier if a Council chooses to.The review is designed to ensure the Local Law continues to meet community and Council needs and is compliant with all relevant legislation.
So far, the review process has included a detailed analysis of the current Local Law, comparisons with other Councils, and engagement with internal teams across Council.
Going forward potentially yes. Though any changes cannot be applied retrospectively.
Your feedback will inform the development of a new draft Local Law which will be shared for further comment before it is presented to Council to be endorsed.
Once adopted by Council, the new Local Law will be formally gazetted in the Victoria Government Gazette.
This gazettal process can vary depending on the new Local Law’s complexity and administrative processes. Generally, it can be anywhere from a few weeks to a few months.
Once gazetted, the new Local Law will take effect immediately.
The Local Law is designed to prevent misbehaviour in the community. On notification a Local Law has been breached, Council will undertake an investigation. Enforcement action may include a warning, notice or penalty (a fine).
No, our Local Law does not include rules that are already addressed in other jurisdictions, such as State and Federal legislation.
Feedback from the broader community will help inform the draft Local Law, which will be tested with the community again before it is presented to Council for endorsement.

The information may be disclosed to project staff within Council and selected consultants that are engaged on projects. Your information will be de-identified as much as is practicable. It will not be disclosed to any other external party without your consent, unless required or authorised by law.

The following Terms and Conditions govern the use of Conversations Merri-bek (“the site”). The software platform is owned by Social Pinpoint Pty Ltd and operated by Merri-bek City Council.
By accessing and using this site, you are choosing to accept and comply with the Terms presented throughout this agreement as well as the Privacy Policy and Moderation Policy. These Terms apply to all visitors and users of this site. Linked sites, affiliated services or third party content or software have their own Terms that you must comply with. Merri-bek City Council, its subsidiaries, affiliates, officers, agents, licensors and other partners are not responsible for any loss, liability, claim, or demand, including legal fees, made by any third party due to or arising from a breach of this agreement and/or any breach of your representations and warranties set forth above.
What content do we own?
This website contains the copyrighted material, trademarks, patents, trade secrets and other proprietary information (“Intellectual Property”) of Merri-bek City Council and its suppliers and licensors. Merri-bek City Council owns and retains all proprietary rights in the intellectual property. All intellectual property in the content of this site including without limitation to text, software, source code, pages, documents and online graphics, photographs, sounds, audio, video and other interactive features are owned by or licensed to us.
Any original content that you submit or post on our site may be made available to the public and allows users to share your content (with the end user acknowledging your contribution) under the Creative Commons Attribution-ShareAlike 4.0 Australian License.
