We’ve developed concept plans for how we will create a safer on-street environment on Connolly Avenue in Coburg.

Our plans include several changes that we would make over the next 2 years to slow traffic and improve amenity for people walking along or crossing the street.

We’ve also developed concepts for improvements that could be made by the State Government and with external funding in future years that will further enhance the safety of the street and its surrounds.

Why we're doing this

Despite being a relatively quiet street, with lower traffic volumes, speeding is prevalent on Connolly Avenue, and it is regularly used as a rat run.

We’ve heard from our community, including residents and a local childcare centre, that these high speeds create an unsafe environment for people walking along the street, especially when crossing at the intersection with Murray Road. Our own technical investigations have confirmed this to be true.

In 2023-2024, we rolled out safer speed limits to all local roads in Merri-bek, lowering limits from 50km/h to 40km/h.

Though Connolly Avenue was one of these streets, vehicle speeds on the road have remained high, indicating that further measures are required to deter speeding and keep road users safe.

What we are proposing

The concepts for proposed changes to Connolly Avenue are highlighted on the map below. A PDF of the plans is also available on this page in the Document Library.

The blue icons signify the projects that Council can make over the next 2 years to improve the safety of Connelly Avenue and address the speeding.

The red icons signify concepts we have developed for future improvements. These projects would be delivered based on external funding or by the State Government.

What happens next

Your feedback will help us finalise our plans for improving the street safety on Connolly Avenue.

These plans will be presented to Councillors at the October 2025 Council Meeting for endorsement.

If endorsed, construction will commence on the 4 Council-led improvements in approximately the outlined timeframes.

Council will also begin advocating to the State Government and other external bodies for the delivery of the final 2 improvements.
