Coburg is community
A community gathering place where the library, piazza and Victoria Street Mall will form the heart of central Coburg.
We have developed a proposed concept that sets out a vision to realise the potential of Council owned land in central Coburg. The concept would transform the area into a vibrant economic, retail and cultural hub.
The proposed concept includes:
- A new, $60 million Coburg Library and Piazza
- A thriving economy with new office and retail precincts
- A mix of market, affordable and social housing

We know you love Coburg as Coburg
Coburg has a unique history and character, and a diverse local community. We know we need to make changes to the area to meet the needs of this growing community. At the same time we also need to focus on the details so the development doesn't have a negative impact on the things our community values about the place.
Our plan is to uplift the area while celebrating the character and history of Coburg.
It's a balancing act
The proposed concept is designed to deliver on as many community aspirations for Coburg as possible.
At the moment the plan is financially feasible, meaning we could afford to make it happen. But it is a tight margin, which means there will have to be trade-offs with what we can achieve within budget.
As you explore what we're proposing we will highlight the decisions we have made to ensure the plan is balanced and achievable. We would love to know if you think we've got this balance right or if there are different choices you would have made.

Key outcomes
In 2023, we heard from over 1,300 community members during the Coburg Conversation. We heard how much you value the rich culture and history of Coburg and that you are excited for the future. We have a big ambition to deliver on what you told us you want to see. We have designed an outcome to respond to each of the key themes we heard during the Coburg Conversation.
