Merri-bek City Council, in accordance with Section 114 of the Local Government Act 2020, gives notice of its intention to sell the Council-owned land at 10 Murrell Street, Glenroy.
It is Council’s intention to sell the land by a public process in accordance with the State Government’s “Local Government Best Practice Guidelines for the Sale, Exchange and Transfer of Land”.
Why are we making this proposal?
The sale of 10 Murrell Street, Glenroy, was flagged as a funding source for the construction of Glenroy Community Hub before it was built. The sale was eventually postponed until after the project was completed.
The Glenroy Hub was completed in 2022, and a range of community services are now delivered from this new state of the art facility on Wheatsheaf Road, Glenroy.

Merri-bek Affordable Housing is undertaking studies of a number of sites to understand the feasibility of their use for social and affordable housing.
Other properties have presented better potential for use as social and affordable housing and 10 Murrell Street presents an opportunity to provide much needed funds to Council.Key homelessness service providers have stated that this site would not be suitable to consider for crisis accommodation.
The current buildings would need to be either refurbished or expanded, or new fit for purpose buildings would need to be constructed. Along with ongoing operational costs and very few available funding sources, this option would be too expensive to be feasible.
The current buildings would not easily provide for food/emergency relief service. Food relief operations would be prohibited in the current Residential Growth Zone (RGZ).
The considerable cost and time that would be required to re-zone the site and either demolish, refurbish or expand the buildings is not financially sustainable within Council’s current resources.
An alternative site is being explored for the Glenroy Men’s Shed. They do not require an entire building or site and there would be a considerable cost to provide a fit for use space at this site.
In accordance with Council’s Community Engagement Policy, we are inviting submissions on the proposal to sell the site.
Any person wishing to make a submission on the proposal must do using any of the below methods by no later than 5.00 pm on Friday 19 September 2025.
A person making a submission is entitled torequest in the submission that they wish to appear in person in support
of the submission, or to be represented by a person specified in the
submission, at a Hearing of Submissions Committee meeting to be held at a
date and time to be determined by Council.
